HCSC Will Fully Exit Medicare Advantage in Connecticut, New York, and Washington D.C. for 2027
The company entered those three markets through its 2025 Cigna acquisition. Enrollees there will need to choose new coverage before the December 7 deadline.

Health Care Service Corp., the nation's largest nonprofit health insurer, has notified brokers and enrollees that it will stop offering Medicare Advantage plans entirely in Connecticut, New York, and Washington D.C. for 2027. Those markets are ones HCSC entered when it acquired Cigna's Medicare business in 2025.
The exit is part of a broader repositioning. The company is narrowing its overall Medicare Advantage footprint for 2027 and concentrating on plan types it views as more financially sustainable.
HCSC is fully exiting Medicare Advantage in CT, NY, and DC for 2027. Non-renewal notices are coming. Shop during open enrollment: Oct. 15 to Dec. 7.
Molina Healthcare, another insurer that had already announced a national retreat from traditional Medicare Advantage earlier this year, is also exiting all of its Medicare Advantage plans in Connecticut, Nevada, and Mississippi for 2027, directing its Medicare focus toward dual-eligible special needs plans.
Enrollees in HCSC's affected plans will receive non-renewal notices under federal rules. Those notices trigger a special enrollment period allowing members to switch to another Medicare Advantage plan or return to Original Medicare before January 1. The Annual Enrollment Period, which runs October 15 through December 7, 2026, also gives all Medicare beneficiaries the opportunity to select new coverage for next year.
The exits reflect a broader pattern of major insurers reducing their Medicare Advantage presence heading into the 2027 enrollment season, as the industry works to improve profitability in a segment that has faced higher-than-expected medical costs in recent years.
